Mr. Carpenter is a Partner at Cotton & Company with more than 14 years’ experience performing audit and advisory services. He directs, manages, and serves in a quality assurance capacity to support some of the largest, most complex, and heavily regulated organizations in the world ranging from Fortune 50 companies to federal agencies with global operations. He provides executive level leadership to ensure his engagement teams maintain an unwavering commitment to quality, with a focus on adding value to client organizations, while taking a proactive and transparent ‘no surprises’ communication approach. His experience includes:

  • Leading external audits and attestations for federal agencies, local governments, corporations, and non-profit organizations in accordance with audit and attestation standards promulgated by the AICPA and Government Accountability Office (GAO) (as applicable).
  • Overseeing and directing private sector Internal Audit activities in accordance with the Institute of Internal Auditor’s (IIA) International Professional Practices Framework (IPPF) and related guidance.
  • Providing advisory services related to risk management, accounting standards implementation, and investments.

Mr. Carpenter is a technical subject matter expert related to auditing standards, guidance, and best practices. He currently serves as an industry thought leader in several capacities, including involvement in professional working groups and committees focused on resolving complex audit challenges and implementing new accounting standards. He has also spoken publicly regarding a variety of topics, including opportunities for internal audit to add value to their organizations, leveraging data analytics to perform more efficient and effective audits, and strategies for effective risk management and investment capital growth. 

Internally at Cotton & Company, Mr. Carpenter led development and training on our industry-leading integrated audit approach, which integrates financial and information technology (IT) testing to perform more efficient and effective audits. He also serves as Cotton & Company’s Deputy Quality Control Partner, helping maintain the firm’s rigorous system of quality control to ensure that we consistently deliver on our commitment to quality across each of our clients and engagements.

Jesse received a B.S. in Business Administration from the University of Alaska. He is a Certified Public Accountant (CPA), and an active member of the Virginia Society of CPAs (VSCPA), IIA, and the Association of Government Accountants (AGA).
